Julio completed his doctoral degree in the Fall of 2008 from the
College of Information Sciences and Technology at Penn State
University.

Julio is a scholar of technological and telecommunications policy and
its impact on social problems such as digital inequality. He applies
socio-technical theories and social science research methods to the
study at the intersection between social policy, industry, and
communities.  His dissertation examined the role of municipal
broadband wireless networks in bridging the digital divide.  At
Rutgers, he is currently a postdoc and focuses on understanding the
social, cultural and policy impacts of the U.S. videogame industry in
lives of Latinos.

His work has been supported by the Alfred Sloan Foundation, the KPMG
Foundation, the Ronald E. McNair Foundation, and the Bunton-Waller
Program at Penn State.  Dr. Ortiz also received numerous awards for
his scholarship, namely, from the Lugano Doctoral Summer School of
Systems Design in Switzerland, the Paris School of Management and
Entrepreneurship in France and a Presidential Fellowship from the
President of the Dominican Republic to work with the Americas
Institute of Technology in the Dominican Republic.

Professionally, he's worked for L'Oreal, International Paper, RJR,
Nabisco, Barclays Bank, Blackstone, and several financial services
firms as a consultant.

University Commencement and SC&I Convocation


The School of Communication and Information Graduation ceremony will be held at 7:00pm at the Rutgers Athletic Center, followed by a reception.  All undergraduate, masters, and doctoral students who are graduating should plan to participate and invite friends and relatives.  Tickets for guests are unlimited.

University Commencement will be held at 1:00pm in Voorhees Mall on the College Avenue Campus.  SC&I undergraduate and masters programs will be represented by representative students; all PhD students are welcome to attend.

Rutgers' School of Communication and Information is proud to be the host of the 23rd annual Organizational Communication Mini-Conference (OCMC) on October 8 - 10, 2010.  This event is hosted by different institutions each year and brings together faculty and graduate students from many universities to provide feedback on graduate students' research projects, theses, and dissertations.  The 2009 OCMC was hosted by Northwestern University and the 2008 event by Purdue.

Details on the October 2010 Organizational Communication Mini-Conference will be posted as they become available.
