That's certainly one possible interpretation!

The maid's head turning toward the other woman, along with the expressions on their faces as they look out the window, could certainly give that impression.

 

If gossip is defined as talking about others behind their backs, is it always negative? Can you imagine a situation in which those perceived as gossiping are actually doing something positive?
