That's certainly one
possible interpretation!
Look at the downcast eyes
and the hunched posture of the family in the bow of the boat.
It suggests sadness and fear for their future. The sun setting
in the background suggests dark hopelessness. The coming night
represents fear of the unknown country where they are going.
